The B are and E+ access was explicitly stated in the early materials -- as captured in the wiki of Premium Plus (Premium Economy) seats and Experience. Can not find it in the present materials but may be buried elsewhere.

Also noted in Premium Plus Fare in GDS (for sale starting 3 Dec 2018, travel after 30 March 2019)
