Pure speculation but I think it’s slot sitting.
As one of the daily HKG flights has been cancelled up until late March they need to use the arrival slot at 4:45am. As pre 6am slots are some of the most precious, they don’t want to lose it so are using it on ATH in the short term.
It seems that it goes back to an 8:00 departure from later in March.
If this turns out to be correct it is somewhat ridiculous. A whole load of passengers inconvenienced because of the inflexibility of the slot system to deal with the implications of Coronavirus.
