Was her former passport obtained before she was 20?

Not sure what your sister's nationality is but for the UK you can get a 10 year passport if you are above the age of 16 and if under that age its only valid for 5 years .

if the British passport is renewed before you turn 20 and after you cross 50 you are supposed to renew your OCI.

just a hypothesis .
