Well, on MH - domestic flights are virtually all operated by 738s - so there are only so many priority boarders that can fit into a 738 unlike JAL where you do get widebodies operating domestics.
However, on MH - Enrich Silver (OW Ruby) are also accorded priority boarding - so that's where the extra crowd usually originates
