I wonder if the confusion around this situation is the discrepancy between saying there is “no policy change” and the fact that it was supposed to “always be this way”

And maybe the “clarification” is really the original communication that effectively implemented this change.

Sorry, but if your agents are ALL implementing a policy a certain way for YEARS, “clarifying” it into a different direction is a change.
