I have no idea if it's true, but I believe it's the best interpretation of their changes.
I think it is true. A critical mass of economy class travelers just choose the cheapest seat, which is why Spirit is making gobs of money. So it's rational to calculate that you can almost always fill up Y if you price it cheap enough, and if you get a bunch of paid J, you make bank.
