Perhaps Transport Canada or the Canadian Transportation Agency regularly receives such information from the airline or airports ? Whatever system populates EF would probably be the same that sends reports to the government.

I think the only way this would work is if a weather delay causes a crew timeout, and the only information you can get after the fact is "weather".
