Not to pile on, but 738 seems to do just fine with 16 FC seats.
The 738 has an additional F/A.
Minimum F/A staffing is 3 for the A319/A320/737-700 and 4 for the 738/739/7M9.
I do see an extra F/A scheduled on some flights but don't know what triggers it.
