I'm not sure if Richmond Hotels qualify budget-wise, but I have always found their breakfast buffets to be delicious, extensive and interesting (one exception is Richmond Sapporo Ekimae where the breakfast is still good but ordered off the menu).
Otherwise, I have read that Dormy Inns are known for quality breakfast, but I am not an expert on budget accommondations.
