We don't know exactly what triggers the BB/Serve shutdowns, but if all you're doing is loading to the card and then withdrawing to a bank once a month, that to me seems like a reason for a possible shutdown. Especially considering one of the reasons for BB/Serve existence is for those who don't want/can't have a bank account.
