This sounds ridiculous. Either you should get the upgrade (as Plat / Titanium) or not (because the rooms are blocked for paying customer only). I've run into cases where certain rooms (like special rooms for NYE) are blocked but I've never been offered an upgrade to that room as an elite benefit. It almost feels insulting to do so.
