Yes it does, but you can use the data sim's on other devices (like tablet or smartwatch). If you were with other carrier like Tmobile, AT&T, etc... they charge you another $10 per month for those data devices. With Fi, you don't pay extra monthly fee, just pay for any data you used out of your main account. You can also put them in smartphones. The smartphones with data sim do pretty much everything normal smartphone does except you don't have to pay for the phone/txt. If you need voice/sms, just use Google Hangout app with dialer. I lent out my data sims to my family traveling to other countries. I also lent them out to people coming to visit me here in the states.
