The HND SkyClub won't be ready till summer of 2020 so there will be about at least 2-3 months where there won't be a SkyClub in Tokyo.

I believe the NRT-based FAs are being offered ground positions (airport, reservations, etc.) if they want; if not, they will unfortunately be laid off.
