PH then Imperial, which is the city's traditional historic top hotel in a beautiful palace. It was renovated not long ago. There are a couple interesting modern upscale restaurants around the PH and a bunch of much more modest places. I'm not sure what would be very close to the Imperial other than its own restaurant(s) and bar.
Others may disagree, but whenever I walk past the Sacher, it seems to be mobbed with tour groups. Avoid......and get your sachertorte at the Imperial.
