Second would be Costa Rica at 4 times.

For a long time, my answer to this would also be Mexico. But it would also have been Canada for a long time for me. And Australia for some time. And New Zealand for some time. And Malaysia for some time. And Brazil for some time. And Sweden for some time. And the list goes on and on.

I would say the Netherlands would get my prize for the most times entering the country without visiting The Hague. But as the Dutch constitution has Amsterdam as the capital, not sure what to make of that.
