Note the transit pass is also good for Belem (I took the
#15 bus), As well, the transit card covers trams - incl. the old ones which go into Alfama - #'s 12, 15 & 28.
Belém is a neighborhood of Lisbon, so the pass definitely covers it. It also covers the metro, buses, trams, funiculars and the elevator.
The bus you took probably said 15E - which is basically a substitute for the tram when there are not enough trams to go around. 15E is a modern tram that uses old vehicles at night (between Praça de Figueira and Belém and sometimes they add buses to deal with the crowds.
