The issue is that taking a bus is a far quicker option than the train. Between walking to the nearest station, waiting for a train (and only the slowest trains stop at Tofukuji), the platform transfer at Tofukuji, more waiting for a train, and the actual train travel time, it's entirely possible that walking all the way to Kyoto Station could sometimes be faster than taking the train. That's how inconvenient these transfers are. It's not even cheaper than the bus, since fares are due to both Keihan and JR. Anyone even considering this would have to be truly bus-averse, walking-averse, and/or have a real train fetish.
