What I am asking is I do not see the logic in requesting a passenger pay a change fees when during the booking process, the return date cannot be booked because it is outside the 337 days window. Since the ticket I want to book is valid for 12 months, I want to return within the ticket 1 year period. Since booking is done > 1 year of the return date, this is outside of the booking systems capability - therefore for me it is outside the control of both parties, so an exception should be made in charging a rebooking fees (an increase in air fare is OK reasonable if the same booking class is not available).
