Maybe it's a typo and the $100 should have been $1000 and it's the same rules.
The $100 ID requirement would make sense with the $8k/30 limit because otherwise you could do 1 999.xx per day and get $30k/mo with no ID check. I obv hope it doesn't happen but it would be very weird if it's not the case.
