We flew with our two cats on Lufthansa recently (2 flights) with mesh carriers that were larger than the limits stated. No-one cared. They will weigh them and whatever is attached to make sure that they're within the weight requirements. Ours had to be under the seat during takeoff and then were able to be pulled out some to give them more room. You will probably want to choose a seat with extra foot room and I will say that there's not a ton of room under the seats, but if you're somewhat close on the size, you should be fine.
