Change in rules - can't get "bassinet" seat in advance?

Before, I could get a seat assignment where there is a bassinet at the time of booking/ticket issuance. The condition was that you could be moved if there was a need to accommodate a baby, which is totally reasonable. I called Cathay the other day, and they said a new rule has been implemented and that all bassinet seats are not assignable until check-in commences. Has anyone else heard or experienced this?
