Isn't the issue whether or not you share the same surname? My experience has been that transfers to a family member with the same surname always seem to go through okay (even if its someone of the opposite gender). But my only attempt to transfer to a family member with a different surname (albeit not Citi) failed.
I know of an example for Citi in the last month of a transfer to Asia miles to a completely different named account. Of course it's against the T&C.
