CM doesn’t fly CUR-IAH or even PTY-IAH. Presuming that there were at least 3 legs on this trip, with either 2 on UA metal or 1 on UA and another on CA metal.

In any case, it’s up to the last carrier to deal with the bag. There are several PTY-LAX and PTY-SFO flights per day (all on CM). Maybe the bag can be put on one of those
