Yes, it's by country except for the intercontinental flights (split into 3 distances). Remember Flying Blue is really set up for European customers flying AF/KLM.....
If flying DL in the US from LAX-JFK, that is a domestic flight that earns you 6XPs in J (or what you guys call First class)
When I fly 1 hour from Frankfurt-Paris CDG in J, I earn 15XPs. Cuz it's international.
