I think the block applies to everyone on the booking not just the specific passenger who has the infant attached.
Sorry I should of said.
I called back and the second person said this to me.
However he refused to make any changes unless I could quote my membership number or my passport number. (Never been asked for those as security questions before and didn't have access at the time)
I'll try give it a go tomorrow and update on what happens.
