When we replaned, I asked the FA what the issue was. Apparently the passenger was intoxicated and making unruly comments to the FAs. The plane came in from DFW, so I am not sure if the passenger was connecting or originating from PHX. Captain did state over the intercom that once a passenger boards a plane and refuses to follow commands, then it becomes a "safety issue". When it happens outside the plane, he used another term that I can't recall. At any rate, this seems to be the new protocol when there is an unruly passenger that refuses to follow direction. Everyone off the plane, police remove, and everyone back on.
