For the one I mentioned above, I saw a similar example where when P opened up, it still didn't price out as P when I looked at it on the website. Then when P disappeared and then schedule change was reflected on the website, it made more sense why they may not have been selling P fares a couple days earlier, as they were changing the schedule and consolidating some flights. My guess it they may be doing something to avoid selling lower fare buckets while they're tinkering with the schedules, so maybe there's some type of restriction that prevents the fare class from being sold temporarily? P may open up based on their algorithm, but they're planning to change something to there's some type of temporary hold?
