I've heard third hand that it is nice, and the lobby was certainly impressive when I visited it last year. But claimui's report on its surroundings is accurate, so keep that in mind. I'd agree with claimui that the W and Meridien are better located, but of course not CAT3. It's about 22 minutes on the Bannan line of the MRT to get from the Courtyard Taipei to Taipei City Hall station, which is where the W is.
I did take the HSR one time from Taipei Main to Nangang just out of curiosity, and it was really empty since I guess most people will opt for the cheaper MRT. But in US dollars it's still pretty cheap.
