In these markets, it looks that way; presumably, otherwise they'd have multiple columns on those charts. I imagine it could be different in other places.

I suspect that the airlines requested different fuel surcharges for different classes, and some regulator asked if the Jet A they use to fly a J passenger was more expensive than the Jet A for a Y passenger.
