UA hasn't announced any changes to the waitlist policy. I expect that there will be some, but if you have UA miles -- that is, if you're not transferring them from somewhere -- it can't hurt to try to waitlist anyway. The worst thing that can happen is that they say 'no.'
To answer your questions: your chances aren't great; your strategy for splitting the PNRs is reasonable. Mid-week is more likely than the weekend. Your chance on something like SFO-IAD-CDG is probably better than SFO-CDG nonstop -- you won't clear SFO-IAD, but you might clear IAD-CDG.
