As per Air Canada's website, flights connecting in Vancouver that arrive from Japan do not require baggage collection (assuming all flight sequences are through Air Canada). The link even has a map telling you where to go:

Follow the "Arrivals" signs to Canada Customs and Immigration.

Have all documentation in hand and ensure all applicable forms have been completed.

Proceed to Primary Inspection Kiosks (PIK) and clear Canada Customs.

Flights from Australia, Europe or Japan: You do not need to claim your checked baggage.
All other flights: Claim checked baggage at the carousel and proceed to the Canada Connections corridor to the right of carousels. You will arrive in Pier C.

Take the escalator or elevator to level 3 Departures, and proceed to your gate.



So it seems like he shouldn't need to collect his bags, and he should check them in Osaka and receive them in Montreal. He can also double check whenever he's checking in at Osaka and ask the staff to confirm that he won't need to collect his bags in Vancouver.
