It's by hotel. So Hilton Gatwick offers the choice at the check-in desk but in the rooms they only put still. Heathrow T4 and T5 will provide sparkling on request, T4 in particular may give a large bottle. Wembley can only do still water. Metropole does one of each, as do many (most?) German, Swiss, Eastern Europe, Spanish, Italian Hiltons and HGIs. In Asia, Africa, Middle East and North America you are generally not going to be offered sparkling water except via executive lounges where they exist (and outside North America). In Australia, New Zealand, South America it should be possible at least on request to the front desk. Away from HGIs, Hiltons and Conrads, I doubt you're going to see much complementary sparkling water, maybe some of the Curios will provide it.
