System is telling me I cannot nominate partners until I set up a HH Account, which I already have and has been active for years and used previously for nominations.

You do not necessarily need a HH Account. You need them on your HH account or Friends and Family list.
I have had similar issues in the past of having the correct setup with Friends and Family list and not being able to do the nomination online. I had no trouble calling the GGL line and having them do the nomination while I was on the phone. It only takes a few more minutes than online. So it's a bit annoying but not a big issue.
