Sounds like quite a few things going wrong. :/

As for the compensation, my guess would be that it was easier approval wise to give you both those points than to try to get you more and less for your husband, even if the total between you would have been the same. My understanding is that the system has limits on what it can give for certain things and this was probably a way to maximise what you could be given without extra oversight
