Have you considered flying from ROC instead of BUF?
I know that it is an hour drive between the two airports, but the Delta schedules to MKE all seem to offer a longer ( 58 minutes, 1 hr 11 mins, 1 hour).
Parking at onsite at ROC is cheap - $6 - $8 a day IIRC
