The website shows, that NONE of the suites are upgradable, not even using points for e.g. premium suites.
We got very lucky when we stayed. Had paid to upgrade to the Park Suite, and were offered their best suite for New Years Eve (in the main building, up from the reception, along the entire sea-front with a huge balcony). Had the regular suite for 2 nights, which was OK, and then the big one for the last night.
Seem to have much nicer experience at PH after stopping to stay with Hyatt. Also got a very nice upgrade in Buenos Aires a couple months back - much nicer than the upgrade we got when visiting with Diamond status.
