Can anyone help me with this please?

I’ve a Belgian friend who flew oneway from Malaysia to Belgium on Thai Airways. Ticket was purchased in Malaysia. Upon arrival in BRU, he found his bag was damaged so he filed a report with Swissport/Brussels Airlines who then told him to call Thai Airways in BRU. TG told him that since his ticket was purchased in Malaysia he must file his claim in Malaysia. What rubbish I thought..

Is there an EU commission for such complaints? Why would my friend have to claim his baggage damage in a country he doesn’t live in... well he’s telling me to do it for him which is stupid cos the damaged bag must be repaired in Brussels because it’s there and not in Malaysia.

What do you suggest I do to tell him.. (he’s an old retired guy (think absent minded professor) who doesn’t know much)
