30 Day Rule Violation. 30 days from 4/21 would be May 21. And that's without adding the 3 extra days in case Citi bungles the count.
The only rule that applies is not more than one (typically) in 8 days, and not more than two in 60 (65 to be safe) days which means this cadence should be fine. I opened two cards in January based on timing and was approved.
