There's no luck involved if I am staying at my preferred IC's. But yes it could be the case at an IC that I don't frequent. However I have an optimistic attitude that these negative changes around upgrades and mini-bar will swing back the other way soon enough. The RA program has been with us a rather long time. These short term problems won't last.
