I would look for a hotel that moved up in category in an area where there are no NC4 or lower hotels. TPG has an article with a link to a list of properties that had category changes 3/5/19.

Lisbon Marriott Hotel seems a likely candidate. It moved from NC4 (OC5) to NC5 and there are no other properties in Lisbon less than a category NC5 which means your cert is no good for new bookings there post 3/5/19. I know you planned on using your cert there and now because they changed categories without giving you notice you cannot use your cert there as you planned when you purchased it. It is their fault and they need to make it right. Of course, you are willing to pay any extra points to convert your cert to something you can use, but they need to help you since they caused the problem, right?
