It is not a policy and there is no requirement for CC to greet GCHs. That’s the first thing one learns from this thread. When passengers make up a policy and then get upset that cabin crew do not follow it (and even threaten cabin crew with a complaint), it is really the passengers’ problem (and I feel bad for cabin crew who have to deal with them).
