I've never heard of lounges being closed during strikes (I even doubt lounge dragons are unionised). There are rumours that the largest unions will do a movilización, i.e. a political rally, on April 30th, but whether it will happen and the location is still uncertain. My impression is that they will most possibily rally either in Congreso or in Plaza de Mayo. If this happens, of course traffic in that area will be affected. Also bear in mind that the Subte people are striking, so many users will shift to their private cars for their daily commute, which will also impact on traffic, and it's probably going to be harder to find a taxi or Uber.
