The awards reflect the predilections of the voting public, namely residents of Hawaii who have their favorites. I'm not a beef eater, but whenever I go to Ruth Chris' it is always packed. It has been in business forever (also true for Hy's).
There are some headscratchers: Arancino for Best Italian? Sorry, it has a crazy blend of Italian/Japanese fusion food, served with an awful view looking out on the entrance to the Kahala Hotel. That it received any votes at all for Best Italian indicates the sorry state of affairs in finding good Italian food in Hawaii. On the bright side, one can now find good pizza here. When I moved here in the 1970s, it could not be found.
