Bankside was full of Asian bus groups all week hense the chaos at Oxbo breakfast.
Bankside is very similar to every other hotel in London (and most of the UK) in being full of Asian Tour groups it isn't unique, I have found that at the Hilton Park Lane, Doubletree Leeds, IC O2, Marriot Preston (of all places!) etc. This does tend to produce chaos at breakfast if you arrive at about the same time as they do, thankfully I am a fairly early riser.
How often have you stayed at Bankside? As I said they seem to do much more for regular guests than bog standard Diamonds.
