T3 main pick up point directky outside the exit doors is restricted to taxis and transfer companies etc but there is a section behind some manned barriers called the friends and family meeting or collection point or words to that effect which is an easy place to meet. If parking at the airport to collect people then you cannot miss this area and you need to tell your guests to just head for the exit (ignoring all the timeshare touts) and once they've gone through the exit doors to the outside, look immediately to their left and they will see a sign and a walkway leading to the barriers where you will be standing.
The bar I think you are referring to is a bar/restaurant in this area (can't recall its name) it's beyond the security barriers at the entrance to the meeting point walkway but I understand that if you ask security and tell them you just want access to this place then they do let you through but it's always been closed at night when we've picked up from there so cannot be sure if that is correct but it does also have barriers around so may well be accessible. It may also not be open at 9.45am though too ..... not sure. There's a margaritaville just opposite too but that's within the restricted area. HTH
