I can confirm that I'm seeing the exact same issue. If the hotel still has points bookings available you can cancel the existing reservation (to get your points back) then rebook (with the new rate) to get your points back.

I don't trust their IT as far as I can throw it... so I got my points back myself.

I just did this workflow and verified everything is working now as expected.

As an example:
- Had a reservation at HR Atlanta (Cat 3, 12K points)
- Canceled the reservation (got 12K points back)
- Created a new reservation (8K points)
- Net bonus of 4K points added to my account.

Especially if you have a reservation in the near future and there's still availability, I strongly suggest canceling and rebooking. That way you guarantee that you get your points back without relying on Hyatt's IT.
