Generally not, but there can be exceptions for certain types of emergency/alternate travel documents.

How do you plan to travel? Fly on AC?

Some (land) border crossings are unstaffed, so the answer to your literal "CAN I" question could be yes, even though the crosssing without required travel documents would be illegal and you would surely be told to go back as soon as you called to do the required self report.

In some circumstances, you could be able to travel on a NEXUS card, but you cannot get a NEXUS card if you don't have a passport.
