Not sure, but I speculate that the picture is not that important to them. Both of my pictures were awful depictions and kind of blurry. Their photo capture system is not nearly as good as my local DMV.
I've never been able to get the GE kiosk to shoot a proper photo. Seems no matter how far back I stand, it always cuts the top of my head off. They've never challenged the ticket, so I guess it's not that important.
