No rewards scheme is going to make everyone happy, but Hyatt has a lot more customers for whom a Cat 1-4 award is a nice incentive/reward than customers who simply won't lower themselves to staying at a Cat 1-4 within any given 6-month period.
It's not like offering a choice of pts or cert would cost Hyatt much. And, again, depending on your travel patterns, there might just not be reasonable cat 1-4 options. This is especially true in major, expensive cities (where a lot of people do most of their traveling to). Location is important here. Even very average hotels in good locations tend to be higher category.
