Appears the key issue is that neither EK nor EY will accept less than 6 months validity, regardless of the country entry requirements. Now thinking about going to the DC passport office Monday morning as a walk-in (if they even accept them?) and taking the evening flight out. Then airline shouldn't have any issue (appears they only care that passport is valid for the travel dates), and hopefully Indian immigration won't have a problem with the brand new passport and non-updated OCI card. She'll also carry her existing expiring passport.
